These three noise reduction modes were designed for specific use cases: the "low" mode helps optimize communication with people inside the aircraft, outside of using an intercom system; the "medium" mode provides the most consistent reduction across a wide range of frequencies; the "high" mode provides the most active noise reduction, to maximize the signal-to-noise ratio during radio communications. 
These different modes also allow you to adapt the headset to your environment: a pressurized cockpit, for example, will not require as much noise reduction as a flight in an ultralight. Several built-in equalization circuits optimize voice intelligibility. The microphones inside and outside the earcup provide optimized performance in noisy environments across a wide frequency range.
